At a roundtable discussion, Ellacuría addresses the numerous factors that have contributed to the current conflict. He places the onus squarely on the U.S. government for providing more aid to the Salvadoran military than any other Latin American country. That aid, he argues, has strengthened the military and has produced more violence. He suggests that the U.S. government misunderstands the roots of the Salvadoran conflict and, as such, has exacerbated problems rather than decreased them.
